The Scholarships and Training Officer (STO) position is part of the Lao-Luxembourg Indicative Cooperation Programme V (ICP V), a strategic collaboration between the two governments aimed at fostering inclusive development across four key sectors: Health & Nutrition, Local Development, Skills for Tourism/Agriculture/Forestry, and Rule of Law.

Key Responsibilities
As a Scholarships and Training Officer, your role will include:
Scholarship Coordination
- Ensure compliance with selection criteria
- Liaise with provincial hospital teams to screen and verify candidate documents
- Notify stakeholders of approval/rejection outcomes
- Compile and submit reports for the Ministry of Health (MoH)
University & Training Liaison
- Coordinate with the University of Health Sciences (UHS)
- Confirm student enrollments and monitor attendance
- Manage scholarship agreements and track academic progress
- Collect pre- and post-training data for evaluation
Monitoring, Reporting & Administration
- Maintain and update the iHRIS database
- Produce regular HRD reports
- Assist in training coordination and alumni engagement
- Submit quarterly work plans and activity reports to supervisors
Required Skills & Qualifications
Education & Experience
- Bachelor’s degree in administration, law, or a related field
- At least 5 years of relevant experience in development project implementation
- Minimum 3 years of experience in information management and quality control
Technical Skills
- Proficiency in Microsoft 365
- Solid understanding of IT systems and administrative processes
- Familiarity with contract management from drafting to payment stages
Other Requirements
- Lao nationality
- Willingness to travel occasionally within Laos
